Eugenia entered Air Force Officer Training School in August 1978 and was commissioned a Second Lieutenant in November 1978. She later completed Military Personnel Management School at Keesler AFB in Biloxi, MS in 1979.
While on active duty, Eugenia served as Military Personnel Programs officer and managed Air Force personnel policies and regulations at each of her duty stations. As Chief, Quality Force, her duties included the administration of
Separations & Retirements; Officer & Enlisted Performance Reports; Reenlistments Program; and the Special Actions Unit (the Office of Primary Responsibility for the maintenance of Unfavorable Information Files on Base Personnel). In this capacity, she recommended Article 15 and Court Martial actions to Commanders and Base Judge Advocates.
As Chief, Career Progression, her duties included the Promotions and Testing of Base Personnel; Classification and Training; and Reassignment of personnel resources to fill Squadron utilization and mobilization needs. In her role as Chief, Consolidated Base Personnel, Eugenia supervised over 300 military and civilian personnel and managed the Air Force Aid Society Program
with a budget in excess of $2M. She separated from the Air Force in September 1988 with the rank of Captain.
Although Eugenia holds Master’s Degrees in International Law and Personnel
Administration, her true passion lies in advocating for disadvantaged and
disabled veterans and flying the Cessna in her spare time. She is also a doting
mother to an Air Force pilot and an Army soldier.
